Bid or no-bid briefs on Saudi health tenders
Saudi government health supply runs through two channels. NUPCO, the national unified procurement company, runs the large framework agreements for medicines, devices and supplies. Hospitals, universities and military health services tender on Etimad. On both, the booklet is in Arabic and the bid must be in Arabic.
A foreign maker usually learns about a tender late, from its Saudi agent, with a booklet nobody at headquarters can read. Our brief closes that gap.
What you get within 24 hours
- The verdict. Bid, bid on some lines only, or do not bid, with the reasons in plain English.
- The compliance matrix. Every requirement in the booklet, set out in English with its clause and page, who must hold it (you or your Saudi agent), and whether it is a pass or fail gate or a scored item.
- The gates that kill bids. SFDA marketing authorisation per line, NUPCO catalogue listing, agency letters, trial certificates for "compatible with" lines, the Regional HQ rule and its exemptions, local content and SME preferences.
- Money and time. Booklet fee, bank guarantees and their form, price validity, delivery and payment terms, and every deadline counted from the day you order.
- Scope. The item list summarised by group, with quantities and any named platforms.
- Questions to put to the buyer before the enquiry window closes.

Price
- Your first brief is free. Send us one tender and judge the work before you pay anything.
- USD 149 per tender after that. Paid before we start. If the booklet cannot be obtained from public pages or from your agent, you pay nothing.
A brief is not a translation. Machine translation gives you the words of a booklet; it does not tell you that a framework excludes firms without a regional headquarters, that a line needs trial certificates from government hospitals, or that your agent is not accredited to buy the documents. That judgement is what you pay for.
Tender watch
- Watch: USD 99 a month. You send us your SFDA-registered products. Every working day we check new Etimad and NUPCO tenders against them and send only the ones worth a look, with buyer, quantities, dates, booklet fee and a flag on whether a foreign maker is eligible. You also get a calendar of NUPCO framework windows in your categories.
- Desk plan: USD 449 a month. The watch plus four full briefs a month (USD 695 bought separately).
- No minimum term. Stop at the end of any month.
For regulatory and agent firms
Authorised-representative and regulatory firms can offer our briefs to their own clients at a partner price of USD 99, or refer clients and receive 20 percent of what they pay. Write to desk@tendergulf.com.
Who it is for
Makers of medicines, devices, diagnostics and supplies who already sell in Saudi Arabia through an agent and hold SFDA registrations, and the Saudi agents who bid for them. If you are not yet registered with the SFDA, a brief will mostly tell you what you cannot bid on; we will say so before you pay.
How to order
